Whether or not the billing contract can be updated with a manual price increase via a percentage is determined by the Price Increase Policy on the billing contract.

The price increase policy on the billing contract must be set as Manually, by a percentage set at the time. Any other setting will not accept manual price adjustments through the bulk action.
